Yes, I guess so.
It runs on the free tier and they shut down the app if it is not used for
some time.
Then when someone tries to use it it is started and takes some time to
start.
To see the logs one have to use a command line tool - 'rhc'. It is a bit
inconvenient for me because I have other accounts at OpenShift and I have
to do some manual changes here to be able to use rhc for a specific
account. It is much easier for me to restart the app via web UI and if it
works then go on. If it doesn't then do the extra work to see what is the
problem.

Please feel free to login and play with the web UI and command line tools
and help with the maintenance! :-)
