Scott Wilson commented on WOOKIE-405:
-------------------------------------

In the request for a widget instance, it should provide the user's preferred
locale as a parameter, and this will be processed by Wookie when creating an
instance. It will automatically traverse language tags for best fit using the
icu4j processor.

(The "why do I have to do this" is covered in the related issue, WOOKIE-360.
I've done some initial work on just setting this to "*" and processing all
locales)

> I have a widget that has a file index.xhtml in the root and also a localized
> version of that file under /locales/de/index.xhtml
> However, the localized version is never returned to me when I want to use it.
