Yes , that is the foremost objective of this project but there are some other concerns too like you may replace SAX , XMLSchema adapters to use new catalog instead of Woden's SimpleURIResolver and some issues mentioned in my first mail. In your proposal you can mention create a OASIS-style URI/Entity Resolver as the main objective and others as extended objectives.
