Thanks for the quick response Colm.  I wasn't sure if I should go ahead and 
close this ticket or not because I was I was thinking it would be good to have 
this change mentioned in the release notes or the 2.2.0 migration guide.  Now 
that I know it was removed as a part of the conversion to the Java 8 DateTime 
API I do see that particular change is noted in 
[https://github.com/apache/ws-wss4j/blob/master/ChangeLog.txt]

If you feel that is sufficient I think that satisfies this request.
