[A] Original idea was to create a set of resources in the registry and
associate set of metadata at the same time via a single car file

As there is a no way to associate metadata with a set of registry
resources, idea was to create a special handler which will be triggered for
that specific registry path to be packed along with the set of registry
resources(as a workaround). Then, if the handler has the priority over
resources + if it get hot deployed, then we should be able to achieve what
is needed.

Is there a better approach/workaround for achieving above requirement [A] ?
