It will NOT work for ProxyServices, but will work for other services (aar service). Yes, proxy services are also axisServices, but the issue is, their deployment differs from other (axis2) deployments. The reason is that the deployers at ESB level (proxy, seq, etc.) gets initialized only after synapse initialization.
