As the design, hosts element can have more than host entries.  but we use
multiple host entries only in configuration 2(LB_WORKER_MANAGER). Can we
remove the hosts element and put the host elements with the type within the
instance element.  Because We already defined the instance type in instance
element. so, as the instance type, we can expect the number of host entries
It It should have. if it is lb_worker_manager, It should have two host
entries.
