Hi Lasindu, I think we don't need to handle clustering by agent when CEP is a external because we know the IPs of the machines we are going to setup CEP cluster beforehand. This process is only needed when CEP is an multi tenant cartridge in Stratos.
I hope we can have two puppet modules for CEP.
