Nope, the configs are correct

<mount path="/_system/as/governance" overwrite="true">
        <instanceId>asgov</instanceId>
        <targetPath>/_system/governance</targetPath>
    </mount>

this config means to mount the /_system/governance path in AS, into the
"/_system/as/governance".
