LDAP user stores such as Active Directory and OpenLDAP is optimized for it's task and provide useful features for user management such as password policy enforcement. But there may be legacy user stores on JDBC. IS supports both to allow users to use those existing user-stores also. But AFAIK most new deployements use LDAP user stores.
