Hi Dinanjana, It's nice to see your interest on this project. To answer your question, yes we need to provide both IaaS resource usage and PaaS resource usage statistics to the PaaS administrative users however the enduser should only see PaaS resource usage.
If you are interested on this project please prepare a project proposal and share it on a Google document.
