Hi all,

As per the offline chat with KasunG from the carbon team, theres no
particular way to make a CEP node passive or active. What they suggested
was to handle it from CEP to check whether it should be given rights to
commit or not and disable editing and creating new artefacts. And also
another option (not tested) was to, according the the CEP node state,
disable and enable the depsync configuration in the registry, since it
checks for the registry before a commit whether its enabled or not.
