[+1] Stable - Go ahead and release

Verified the following:
1. Distribution
2. License Headers
3. Built following products docker images with puppet provisioning for
Mesos platform and tested basic functionalities:


   - WSO2 ES 2.0.0 (Distributed setup)
   -  WSO2 ESB 4.9.0 (Distributed setup)
   -  WSO2 MB 3.1.0
   -  WSO2 IS 5.1.0
   -  WSO2 IS KM 5.1.0
