All: When trying to provision users as explained in the documentation[1] a "BadRequest" response is getting from the server. As this is the only message getting from the server we cannot determine the exact cause for this issue. Even though Salesforce provides Debug logs they are useless in our case as only DB operation can trigger logging. Please find the issue[2] and question[3] asked on Salesforce.StackExchange.
