There are two set of users if you consider an Application. There are application developers who are subscribed to APIs and create applications using the generated keys, The application users never need to be subscribed to these APIs to invoke them. If you consider a mobile application, you will never ask users to go and subscribe to the APIs, insteady they will used the application created by the application developers.
