Can you please check the for the following jar org.wso2.carbon.identity.oauth2.grant.jwt-1.0.15.jar (hope you are using api manager 2.6.0) in <APIM_HOME>/repository/component/dropins/ folder?. Since the JWTBearGrant is added into identity.xml as supported grant type, OAuthServerConfiguration [1] tries to load configured grant type validators. If this jar does not exist in the dropins folder, it will throw the exception during token issuing time. So please verify that the particular jar exists in the dropins folder.
