I seem to remember that regex might be needed in later versions of XSLT. But we 
can deal with that when we get to it.

If we don't need it now, I favor dropping it and advising users of which we had 
been carrying in case they have dependencies not otherwise accounted for.

I think, regexp.jar shall also not be needed to compile and run XalanJ
translets, as we concluded within another thread on this list recently
that XalanJ implementation and tests codebase has no dependency on
regexp.jar file.
