Re backlog: Does the Bugzilla still exist? Looking at the test for 
Bugzilla 3489, I *think* we decided that trying to set a 
single-assignment-per-template XSLT variable inside an xsl:for-each 
could indeed generate an error message if the for-each matches more than 
once (not sure about exactly-once or never), but that we needed a more 
diagnostically useful message for this case.
