The latest XPath and XQuery F&O 4.0 w3c editor's draft, specifies definition of
function fn:csv-to-xml. I think, its a useful XPath function, and we should
perhaps have an implementation of this function similar to this function's
definition that is specified within XPath and XQuery F&O spec, as Xalan
extension function.
