I think, that it'll be useful for Xalan users of Xalan's xslt 3 development
code, to have implementations available for XPath 3 functions related to QNames
(please see section "10 Functions related to QNames" of XPath 3.1 F&O spec for
requirements related to this).
I'm creating this jira issue, in case anyone from Xalan community may wish to
implement these.
