RandomGUID Not Thread Safe

When the AddressingOutHandler is enabled, the random GUID generated isn't 
thread safe.  Seems the AddressingOutHandler is calling the toString() method 
on the RandomGUID class, which happens to be declared static inside the 
AddressingOutHandler class.
