This is not an error in XFire but in XML Spy. I have raised the issue with 
Altova

a wsdl with soapAction="" is flagged in error by xmlspy (I wish I could copy 
the error message).

According to http://jira.codehaus.org/browse/XFIRE-802 this has been raised in 
Case # : 9476 but rejected by you.

However, the empty string "" is a valid soapAction according to 
http://ws-i.org/Profiles/BasicProfile-1.1-2004-08-24.html#R1109

It is quite normal to require soapAction="" to assure that service provider 
implementations do no rely on that hint. 

Please correct this in xmlspy or provide an option to remove the check.

Steps To Reproduce:

open the enclosed stats.wsdl (a copy from case 9476)
