Currently, the shim doesn't properly handle node usage for pods without an
application ID specified. This is because the current filter on pod events only
checks for schedulerName == yunikorn. This is mostly harmless in non-plugin
mode, because not setting an application ID results in a pod that cannot be
scheduled at all. In plugin mode, these pods are passed down to the embedded
default scheduler and so need to be treated similarly to pods NOT annotated
with a scheduler name at all.
