Currently, zeppelin would package interpreter-setting.json to interpreter jar. 
This make it hard to user to customize the interpreter-setting.json for some 
third party venders. So this ticket is to propose to copy 
interpreter-setting.json to interpreter dir instead of packing it to 
interpreter jar.
