    HotFix: Fix IPythonInterpreter unit test

    This is for hotfix of `IPythonInterpreter` unit test failure. Just specify 
the version of ipython in `install_external_dependencies.sh`, otherwise latest 
ipython version will be installed, and the behavior may change.
