Currently we have subsystems (SchedulerService, SearchService) that can perform
initial tasks at boot time.
SchedulerService -> refreshCron
SearchService -> rebuildIndex
We should find a general way to perform these tasks in the background while
booting the Zeppelin server.
The task should not block the boot.
