Now that distributions LICENSE/NOTICE files are good.
Now that all artifacts get LICENSE/NOTICE/DEPENDENCIES files generated and
packaged in {{META-INF}}.
We can get rid of spurious LICENSE/NOTICE files.
And then this issue can be resolved.
