Hi Toader,
  We havent come up with a proposal on how to enforce it, but we might have
to change the create/set api which will return an exception saying quota
exceeded and will fail in case the quota exceeds. This should be easy to do
but might have to be a configuration wherein quote exceptions are not thrown
in case the configuration is not there (this would be for backwards
compatibility and for any urgent operations control).
