Thanks a lot for sharing the logs, [~abranzyck], it helped to spot a bug. I
implemented a test case that reproduces the situation in the logs (but with 5
servers instead if 3). The problem with the test case is that it emulates the
code, it doesn't really use the FLE code, which is not great moving forward. We
may want to separate that out of election part of lookForLeader so that we can
test properly.
