Summary: Zookeeper scripts should honor ZOOKEEPER_HOME

Currently the scripts will determine the root of the Zookeeper installation
based on the location of the script. However, it would be convenient if the
scripts honored the ZOOKEEPER_HOME environment variable like the other
Hadoop-related projects.
