Hi [~fournc] and [~eribeiro] - thanks for taking a look at the first patch.
This revised patch is in response to the '-1 tests included' automatic feedback
and it adds a {{QuorumPeer.FLE_TIME_UNIT}} constant and corresponding
{{FLETest.testElectionTimeUnit}} test. Though maybe that's an overcomplication
and the first patch is better/simpler.
