looks like the operation is removed from outstanding beforehand, so that's not 
a problem, but I'm still
concerned about this for two reasons: its commit isn't being sent out, so 
followers will have a hole in the sequence,
and, if you see how tryToCommit is used, you'll see that there may be 
operations queued behind the reconfig that already have acks and by returning
false you're preventing those from being committed.
