On second thought, this may not work. There may be another race there with
access to shuttingDownLE:
Quorum peer does this:
if (shuttingDownLE) {
shuttingDownLE = false;
startLeaderElection();
}
Which isn't synchronized now, but probably should be. So looks like one has to
set the flag and do the restart (or at least trigger it) atomically in FLE.
