Here is a thought. {{connectOne}} is synchronized both on the
{{QuorumCnxManager}} object and {{self}}, which is a {{QuorumPeer}} instance.
If we pass the QV instance as part of the {{connectOne}} call, then can we
remove the {{synchronized(self)}} block?
I think the method is synchronized because of accesses such as the one to
{{sendWorkerMap}}.
