added new paratermeter test.junit.failbuild.ontestfailure
Give -Dtest.junit.failbuild.ontestfailure=false along with other junit test
parameters to pass the build even if some tests are failed.
By defautl test.junit.failbuild.ontestfailure is true so default is behavior is
unchanged.
