Thanks [~elyograg] for your comments. How about recommending users/devs to 
refer [ZK project release 
notes|http://zookeeper.apache.org/releases.html#releasenotes], which has the 
details of resolved jira issues in that released version. IIUC, all the 
committed jira details will be mentioning in the version release note and also 
in CHANGE.txt file, which is again a kind of duplicate information ?
