I finally managed to clear this issue. I'll finalize the release now. One thing I noticed while trying to address this (and you can see it on the jira) is that INFRA no longer has the capability to support CMS. As such they are recommending we move to pubsub - which probably means we need to re-evaluate our documentation tooling again. In particular we need a way to generate a static site that can be committed to git - then pubsub will take over and the site will get launched. Should make our lives easier in the long run, but in the short will cause some upheaval.
