The current ReadOnlyZooKeeperServer was implemented with PrepRequestProcessor,
which will prepare txn even in read only mode.
Also, it will fail the write request in ReadOnlyRequestProcessor, which will
cause out of order response issue.
This Jira is going to fix this by replacing the PrepRequestProcessor with
CommitProcessor, same as the other learner set up.
