There is a copy here: https://github.com/apache/zookeeper/blob/website/src/main/resources/doap.rdf I don't know if it is the most recent. Note that DOAPs can be located anywhere convenient; it does not have to be the website. Historically, that location was recommended as it was less likely to move around, but that is no longer the case.
