Not knowing how this all works - what is that worth? What
does it do really? No other packages get updated from oVirt
repos.
None at all?
None, nil, I get that one rpm package updated (relatively often) and nothing else - that's been the case since I did: -> $ dnf install -y https://resources.ovirt.org/pub/yum-repo/ovirt-release-master.rpm
a couple of months ago.

Some packages are still not built for el9, due to various reasons.
But some are, including ones that are updated often.

The copr UI does not make it very easy to see which package was
built when for a specific arch, but you can find this via:

1. Go to copr ovirt master snapshot project page:

https://copr.fedorainfracloud.org/coprs/ovirt/ovirt-master-snapshot/

2. Go to Builds, then choose a build that's done also for el9 -
not sure how you can know this, you have to guess, e.g. vdsm:

https://copr.fedorainfracloud.org/coprs/ovirt/ovirt-master-snapshot/build/3144016/

3. Go to the chroot for one of the el9 builds:

https://download.copr.fedorainfracloud.org/results/ovirt/ovirt-master-snapshot/centos-stream-9-x86_64/03144016-vdsm/

4. Then press '..' to go to parent dir - this one will have all
builds of all packages for this arch:

https://download.copr.fedorainfracloud.org/results/ovirt/ovirt-master-snapshot/centos-stream-9-x86_64/

5. Then press "Last Modified", and you can see which ones are
newest, so should have been expected to be updated recently
on your machine.
