I did some more research, execute_values() is actually from psycopg2
(a dependency of sqlalchemy), the docs[1] mention fetch is available
since 2.8
The version on my system is:
    $ rpm -q python3-psycopg2
       python3-psycopg2-2.8.6-1.rhel8.x86_64
