That means I have to use Monotone to fetch it from pidgin's repo. No go -- all roads lead to monotone.ca, which is down.

Can someone send me Monotone (that works on Tiger)?

It's not a fix for you, but we should probably have a tarball of the libpurple used to build releases in the future. Technically, we are violating the GPL right now, though no sane person would hold us responsible for that violation, since we are distributing GPL software with changes but not able to honor requests for the source code for those changes.
