It seems to me that accounts are really completely orthogonal to your real 
issues here, which are a) some people sign on and off too frequently, and b) 
you don't actually care very much about many people in your contact list. I 
think we do support per-group events, so you could put all the people that fall 
in category b into a group. Unfortunately we don't have a "suppress other 
events" event that you could use to turn sounds off for them. :/
