Hi Bret,

  1.  We don't want to introduce duplicated codes and too many instances will 
also make people confused to consume.
  2.  If we add a new instance of IoLib, consumer will also only use one, I 
think should not have the symbol collision issue.

Apologies if this has already been asked, but is this necessary because C 
doesn't have any options for symbol namespacing?
In other words, would it be just as easy to do this with a new implementation 
of IoLib if we didn't have to worry about the symbol collisions?

MdeLibs.dsc.inc was added for some basic/default library
instances provided by MdePkg and RegisterFilterLibNull Library
was also added into it as the first version of MdeLibs.dsc.inc.

So update platform dsc to consume MdeLibs.dsc.inc for
RegisterFilterLibNull which will be consumed by IoLib and BaseLib.
