The SMSC doesnt deal with the DCSchemes usually, it just sends it to
the receiving phone as information on how the data should be

Yes it can. Some handsets support english and a foreign language like
arabic or cyrilic

The SMSC simply sends it to the application "as-is". Its up to the
application to deal with it accordingly.
