This is not to be able to send sms via the AT driver, but in order for the
recieving phone to understand that it is a OTA. In the spec I got from
Siemens, it says that in order for the phone to understand it as a OTA
(logo, ringtone or wap settings) the following have to be set:
SMS-DELIVER type
TP-UDHI = 0
TP-DCS = 0xF5

That is why I was looking for the F5
