I agree to some extent. Things are done in different places or even done twice.
We have to rethink this a bit.

Hmm. I wouldnt go that far. &udh is correct so far. For EMS, I think 
the only way is to do the splitting on the application. The IEI's are 
related to the text message they are pointing to so having a large 
IEI and a large text would just mean we create another new format. If 
we should do a better conversion, then we should do it full blown 
(I'm not saying kannel should go this far) conversion from existing 
standards like HTML with GIF images to EMS or something like that.
