Local DeLivery Reports (LDLR)

It is where SMS by SMS a DLR is generated telling wether the modem was 
capable of sending the SMS to the AT SMSC. Some times sending an SMS via 
an AT SMSC fails locally and Kannel is not aware of this failure in any 
way except in the log files. The LDLR mechanism will post to a specific 
URL noting which SMS was sent or which SMS it attempted to send.
