but we have HTTP request timeouts in there, don't we?

If HTTP timeouts have performance impact we may have a heartbeat list
with alive HTTP servers that are defined as sms-service
'[get|post]-url'. The heartbeat thread may test the HTTP servers using
a HEAD request to their URI / and keep the list updated with 'alive'
or 'dead' for that entry. 

Any incoming sms-service request may test the heartbeat list before
sending the acutual HTTP request. This way we may provide a facility
not to query a dead HTTP server.

Just a thought.
