This has been discussed several times in the past on this mailing list. 
the short answer is "currently - no". for the reasons of why it cannot 
be done (well, at least until someone figures a clever way to do it ;-) 
- read the mailing list archive.

What do you mean by that ? when you ask for a delivery report, you will 
get it.

Some of these settings can be configured using the configuration file 
(read the documentation) others can be set per message using the 
send-sms interface and the X-Kannel headers, while others are either 
hard coded or not used at all.
